He had a wonderful childhood growing up with his 7 siblings: Estella, Myrna, Lilete, Elma, Esther, Samuel and Edison. Wayne attended and graduated from St. Croix Central High School, St Croix, U.S. Virgin Islands where he was a member of various clubs; Track & Field, Football and Band where he played the trumpet. After high school, Wayne attended the prestigious Howard University in Washington, D.C. and received his BA in Political Science. While attending college he served in the ROTC and was commissioned as a 2nd Lieutenant. It was at Howard University that Wayne became a member of Kappa Alpha Psi Fraternity Inc. After Wayne graduated from college, he began his military career with U.S. Army on May 9, 1979. While serving in the Army at Ft. Bragg, Wayne met and married his first wife, Julia Rhodes and from that union his son, Wayne Jr. and daughter Denice, were born. Wayne loved his children and was very proud of their achievements and accomplishments. Wayne was a part of the 82nd Airborne at Ft. Bragg and for a period of time, he was deployed to Korea. He later returned to Ft. Bragg after serving in Korea and was commissioned to Company Commander.

Wayne also served a tour in Frankfurt, Germany. He was a Jump Master with over 100 jumps and trained many others in the skills and techniques of jumping. Wayne received numerous awards during his military service and was granted an honorable discharge on June 22, 1991, with the rank of Captain.

His civilian service was working for the Defense Information Systems Agency in Arlington, VA. Wayne later transferred to Ft. He was a faithful member of the Sold Out Saints (S.O.S.) ministry as an usher. He met the love of his life, Aydee Perez at Crossover Church and in 2008 they began a courtship. Wayne was the very first person to purchase Avon from Aydee and after a long engagement, they were married on May 31, 2014.
